Election
Irrigation District elections are governed by the Revised Code of Washington, Title 87, Chapter 87.03. Election law changes established in Senate Bill 5669 became effective July 27, 2025.
Directors

RCW 87.03.105 states a qualified elector for the position of director must be 18 years of age, a citizen of the United States, a resident of the division of the district for which the director is being elected, or the designated agent of an entity that owns land within that division. A qualified elector is defined in RCW 87.03.045 below.
RCW 87.03.105 Post-organization district elections - Canvass
ELECTORS
Pursuant to RCW 87.03.045, an elector must be at least eighteen years old, a citizen of the United States, and a resident of Washington, and hold title or evidence of title to land that is assessed or is assessable by the District pursuant to federal and state law. A district elector shall be considered an elector of the division in which he or she holds title to or evidence of title to land. An elector holding title to or evidence of title to land in more than one division shall be considered an elector of the division nearest his or her place of residence.
An agent of a corporation, general partnership, limited partnership, limited liability company, or other legal entity formed pursuant to the laws of the state of Washington or qualified to do business in the state of Washington owning land in the district, duly authorized in writing, may vote on behalf of the land owning entity by filing with the election officers his or her instrument of authority. The agent of such entity is considered an elector of the district, and shall vote in the division where the entity's principal office is located or in the division nearest the location of the principal office. An elector resident in the district shall vote in the division in which he or she resides, all others shall vote in the division nearest their residence.

Declaring Candidacy
A candidate must file with the Secretary of the District a declaration of candidacy by submitting a Petition of Nomination on the District form provided below, signed by at least 10 qualified electors of the division in which the candidate is seeking election. The Petition of Nomination is due by 5 pm on October 6, 2025 at the District office.

RCW 87.03.075 Declaration of Candidacy
If after October 6th, only one qualified candidate has declared their candidacy for each position to be filled, it is not necessary to hold an election. At the next regular board meeting, such candidate will be declared elected.
If more than one Petition of Nomination for a division is received from qualified candidates, an election will be held on Tuesday, December 9th, 2025 from 1:00 to 8:00 p.m.

ABSENTEE VOTING
Any qualified District elector is entitled to vote by absentee ballot. Beginning October 7th until December 8th, an absentee ballot may be requested by completing the Request for Absentee Ballot form, which is linked below and available at the District office. A Request for Absentee Ballot Form can also be requested by emailing tlarson@scbid.org.
The completed and signed Request for Absentee Ballot form can be delivered or mailed to the District office or emailed to tlarson@scbid.org. Once the Request for Absentee Ballot form is returned to the District and eligibility is verified, an absentee ballot(s) will be mailed to you.
The completed absentee ballot must be postmarked on or before December 9, 2025 and received at the District office within 7 days. Absentee ballots can also be delivered to the SCBID District office before 8:00 p.m. on December 9, 2025. The SCBID District office is located at 1135 E. Hillsboro, Suite A in Pasco, Washington. An elector is entitled to one vote for the first 10 acres of land or fraction thereof and one additional vote for land over 10 acres. If the land is community property, both the spouses may vote if otherwise qualified.

Canvassing Board
The Canvassing Board will meet Wednesday, December 17th, 2025 @ 9:00 a.m. in the District office conference room. This meeting is open to the public. Members of the public who wish to participate in this meeting virtually can do so via Zoom. A link will be provided prior to the meeting.
